Expecting Surrogacy works with women living in Baja California (and some surrounding areas) as well as clinics in Cancun and Los Angeles to achieve pregnancies via surrogacy. We work with top California attorneys Greg Masler and Stephanie Caballero  within the legal framework of California allowing for Pre Birth Orders and top medical care with delivery at  Sharp Mary Birch and prenatal management by Dr. Jose Alanis-Amezcua

Babies born through our ES Program are born with full US citizenship and no stay in Mexico is required. While costs can range from $150,000 - $300,000 for a standard US program, our standard option is all inclusive at just $76,000.

Meet Our Staff

Expecting Surrogacy started after the legal frame work in Tabasco, MX adjusted to disallow surrogacy. The partners of Expecting Surrogacy have a combined 35 years of expirience in the Third Party Assisted Reproductive field. We are very passionate about providing affordable, transparent, ethical and achievable surrogacy allowing families of all types and means to achieve their dreams of a family. 


Dr. Jose Gaytan graduated from Anahuac University in Mexico City as General Practitioner, later specialized in Obstetrics and Gynecology at the Universidad Autónoma del Estado de México UAEM. Continued to prepare, and continued with a Master's Degree in Human Reproduction and Reproductive Endocrinology at the University of Valencia in Spain, and a sub-specialty of Human Reproduction was obtained in IVI, Valencia, Spain.

Dr. Jose Gaytan is a memeber of AMMR, AC, as well as the Asociación de Ginecología y Obstetricia del Estado de México, also belongs to the Consejo Mexicano de Especialistas en Ginecología y Obstetricia A.C., a member of the American Society for Reproduction Medicine and an active member of the Colegio de Obstetricia y Ginecología de Quintana Roo.  Dr. Gaytan, is a memberof Red Latinoamericana de Reproducción Asistida.

Dr. Gaytan has attended several national and international meetings; both as an assistant and as a speaker. He was a pioneer in using PGD and Vitrification in México and especially Cancun, and has several relationships with centers of Reproduction all over the world. 90% of his patients are not Mexican. He has 13 years of experience, he has served more than 6000 patients, and he has assisted in creating many babies throughout his career.
Currently, Dr. Gaytan is working as Medical Director and CEO at Fertility Center Cancun, was previously founder, director, and partner of different clinics in Mexico.

Dr. Jose Gaytan has obtained recognition as Distinguished Visiting the Honorable XVII Constitutional City of Ensenada, Baja California for his brilliant career in Academics and Research for the benefit of Mexico.
Dr. Jose Gaytan has made several publications, including the Journal of Spanish and Infertility Society, authored the topic Assessment Infertile Couple and author of the paper entitled Preliminary Results: 10 Cases of Egg Donation IVF Devitrified using Conventional Insemination as the only method, within the 47th Annual Meeting - Reproductive Medicine, the Mexican Association of Reproductive Medicine, A. C.


Lilly Frost is the Program Director of Surrogacy Beyond Borders. She also founded My Donor Cycle in 2008 and has been managing and growing My Donor Cycle which is an egg donation and surrogacy agency serving Intended Parents in the United States and abroad. She has a great deal of experience in developing and running a successful agency and felt it was time to expand to international cycles. This was as a result of working with many Intended Parents who desired to expand their family but found the US market to be cost prohibitive. Lilly is also the co-founder of Society for Ethics in Egg Donation and Surrogacy (www.seedsethics.org).

Lilly enjoys speaking with families considering egg donation and surrogacy or just general IVF. She appreciates being part of the process from the beginning and is always willing to create time to discuss the process from the start to the end even if you haven’t made the choice to proceed with this path as of yet.


Stacey is the Donor/Surrogate Manager and handles the day to day business management for My Donor Cycle.  Her 15+ years in office management and human resources providing support for legal and technology companies, gives her the strengths and skills that make her a perfect fit for Expecting Surrogacy.  In her spare time, she enjoys volunteer work with the elderly, children, and animals.  She has been the Chairperson of the Reynolds Education Foundation, worked on the board of Friendly House (a non-profit neighborhood center & social services agency in Portland, OR) and helped coordinated a variety of fundraisers for a variety of organizations.  As your case manager, she is capable of handling stressful situations in a calm and nurturing manner, coupled with her knowledge, she instills confidence and gives you comfort during your surrogacy cycle.


Elaine has been involved with SBB Cancun as Donor Recruiter & Cycle Coordinator since 2013.  She helps find the perfect donor for our intended parents and then coordinates all cycles through retrieval.  Additionally, she is in charge of hosting and transporting intended parents while in Cancun.  Elaine is very focused and diligent in her coordination and hosting duties and can be a true fountain of knowledge for intended parents and donors alike!


Silvia Castro is our Mexico Surrogate Recruiter and a Case Manager. She is originally from Villahermosa Tabasco, Mexico. She is the only daughter in a family of 4. She also has one daughter, AnaPaula who is 5 years old. Silvia is a Clinical Psychologist, specializing in adults and children and has a diploma in Couples Therapy.

Silvia has worked with Surrogacy Beyond Borders for 3 years. She loves her work as she gets to utilize her training in psychology and allows her to guide the surrogates through some of the more emotional aspects of the journey. She feels it is a privilege to be able to work helping couples fulfill their dream of forming a family.

In her spare time, she enjoys spending time and playing with her daughter and enjoys reading in the evenings after AnaPaula goes to bed.


Dr. Azul Estefanía Torres Rivera graduated as Medical Surgeon in the Anahuac University in Mexico City, where she was invited to study with full scholarship for obtaining first place in the contest of Mathematics - "Andrei Nikolaevich Kolmogorov". She is a Member of Excellence Group “Vértice” Anahuac. She completed her internship at the Instituto Nacional de Perinatología (INPer) and the Instituto Nacional de Pediatría (INP) in Mexico City and the Hospital Virgen de la Macarena in the city of Seville in Andalusia, Spain.

In Mexico City she studied the courses "Mother Cells and Cell Therapy" and "Hyperbaric Medicine", both endorsed by the Asociación Americana de Avances en Medicina Hiperbárica (ALAM) and the Asociación Americana de Medicina Hiperbárica (ALMH); meanwhile she acquired experience in occupational medicine, as she was responsible for the nationwide coordination of the Wellness program at Svenska Cellulosa Aktiebolaget (SCA).

Later she made her certification as Diving Medical Physician (DMP) in a course endorsed by the National Oceanic and Atmospheric Administration (NOAA) and the Undersea and Hyperbaric Medical Society (UHMS) in the City of Seattle WA, USA. Simultaneously she became involved in medical tourism, focusing on Diving and Hyperbaric Medicine as she developed as DMP in SSS International Clinic, on the island of Cozumel in Quintana Roo, Mexico.

In 2014 she become a member of the team of Fertility Center Cancun as Cycle Coordinator fully venturing in the Medical Tourism field becoming part of and developing a new national and international program.

Kristen E. B. Montez, the Global Healthcare Attorney, has been at the forefront of new breakthroughs in the healthcare industry since starting her legal practice.  She obtained a Bachelor of Arts in Psychology from Lafayette College and graduated from Loyola Law School in Los Angeles, CA. She has been committed to transforming healthcare access since the start of her legal career.

Her scholarship in the cutting-edge practice of Medical Travel has garnered the attention of the American Bar Association, which published her study on the concept as it related to healthcare proposals that at the time the Affordable Care Act was merely a campaign proposal. From this article, her passion for medical tourism and global healthcare flourished.

Kristen’s practice is concentrated in healthcare transactions and compliance. Her passion is being a part of the journey that is the assisted reproductive process for her clients worldwide.  Kristen represents clients in drafting legal agreements to be executed with gestational carriers and intended parents. She also represents parties engaged in egg, sperm and embryo donations. She zealously advocates for her clients' interests from a healthcare perspective. Her legal background in the healthcare industry makes her a force in ensuring the journey for all parties involved is as honest and positive as possible.
